Conference Overview

Social Entrepreneurship has generated a lot of interest and this interest is reflected in the increasing number of events related to social entrepreneurship that have been staged in recent years. These events, however, tend to emphasize the promise of social entrepreneurship without adequately focusing on the difficulties of engaging in this field. The 2011 Conference on Social Entrepreneurship serves as a venue to discuss the challenges faced by Philippine social enterprises and provides a platform for the discussion of possible ways to overcome these challenges.

Four challenges in particular will be highlighted: the challenges involved in community and social enterprise partnerships, the challenge of scaling up, the challenge of assessing social impact and the challenges presented by the policy environment that social enterprises face. These four challenges will be discussed in four panels over a span of two days. Each panel will include speakers from social investment organizations, social enterprises and civil society organizations including people's organizations. Workshops will be conducted on the first day to provide a venue for smaller groups to discuss the challenges at greater length.

Many community-based social enterprises, particularly those run by social entrepreneurs with limited experience partnering with marginalized communities, often struggle with issues regarding the nature of their partnership with communities. These issues include community indifference towards the enterprise idea and discomfort with quality control, the extent of community participation in management and governance, and issues related to the distribution of gains within the community. The panel on community and social enterprise partnerships will discuss these and other concerns regarding community and social enterprise partnerships and present current practices for dealing with those issues.

Compared to social enterprises in other countries, the reach of social enterprises in the Philippines tends to be small, extending only to a few communities (in many instances, only one community). Some potential investors who look for worthwhile investments in the sector are hard-pressed to find social enterprises who have achieved a scale which merits substantial investments. What are the impediments which prevent Philippine social enterprises from achieving significant scale? What are some strategies that have been adopted to scale up social enterprises?

Philippine social enterprises claim to address various social problems but few have systematically assessed their social impact. There are available tools for measuring social impact such as social return on investment (SROI) but few organizations have utilized these tools. This panel will discuss existing and emerging ideas for assessing the social impact of social enterprises and will propose directions that the social enterprise community can take to properly assess the impact social enterprises have on various stakeholders.

The policy context in which social enterprises operate has not been systematically assessed. This panel will provide insights on how certain elements of the policy context of social entrepreneurship hinder the development of social enterprises and how other social enterprises have responded to their specific policy issues. The conference will begin to look into policy issues that affect social enterprises which could serve as a basis for further discussion and future advocacy.
